BCA was selected in 2016 to provide comprehensive Program Management services to Huntington Beach CSD for implementation of their recently passed $159 million Measure Q bond program. As Program Managers, BCA is overseeing the administration (scheduling, cost estimates, project prioritization and project implementation) of the bond program over the next 12 years (four bond sales).
Our scope under this arrangement includes establishing and enforcing project priorities, as identified through our District-wide Facilities Needs Assessments; establishing and maintaining project budgets and schedules; effectively communicating with the various constituents in the community, including the Board of Trustees to keep them updated and informed about each project in their bond program; and establishing and maintaining the Measure Q website to keep the community updated on the status of each project.
Through our Facilities Assessment work, we identified priorities to guide the phasing and hierarchy of projects throughout the District. Priority 1 projects include renovating classrooms into 21st Century learning environment, portable upgrades, AB 300 improvements, ADA upgrades, electrical/infrastructure upgrades and roof replacements. Priority 2 projects will consist of multipurpose and STEM (science, technology, engineering and mathematics) labs at the middle schools, LED lighting/lighting controls and site access/circulation improvements. Repurposing libraries to learning commons, and façade improvements at various campuses, will comprise Priority 3 work. And, finally, Priority 4 projects will include replacing portables (i.e. Portable-to-Permanent (P2P) initiative) and safety/security single point of entry/exit at administration facilities.
