Paul Bunton, AIA, President of BCA Architects (bcaarchitects.com), held a presentation for Brea Olinda Unified School District Board of Education to discuss FPPC Form 700 reporting responsibilities. The presentation took place at the Brea Olinda Unified School District Office in Brea, California.
“BCA has come to realize that many public officials they work with on design projects are not aware of the full needs for Form 700 reporting,” said Bunton. “We started a pro bono program to walk public officials and school districts through the Form 700 filing process. We believe it is our job to help our clients understand that not following the law and regulations could result in serious issues.”
Superintendent of Brea Olinda Unified School District, Arthur Skip Roland, Ed.D, applauded Bunton’s program. “BCA Architects President, Paul Bunton, AIA, provided an outstanding and extremely informative presentation to our Governing Board last night entitled ‘What Public Officials Need to Know about FPPC Form 700 Reporting Responsibilities.’ His presentation was reflective of where we are as a society today and how Elected and Appointed Officials need to be aware of their responsibilities to the public for staying below the gifting limits established by the Fair Political Practice Act. His suggestions on modifying contracts and Board Policies and Bylaws were on target; and will add to the District’s transparency and compliance on Conflict of Interest issues related to Form 700.”
The reporting responsibilities of public officials (both elected and appointed) are defined by the California Fair Political Practices Commission (FPPC). BCA stressed the point that many companies in the private sector are not aware of these reporting responsibilities and the potential penalties that could befall companies. Paul Bunton discussed important details such as what types of individuals need to file a Form 700, what counts as a “gift,” and how family member gifting can also have serious implications.
Brea Olinda Unified School District’s Board took Bunton’s presentation to heart and is instructing the district’s legal counsel to discuss possible changes to the district’s code of conduct.
